  • Systematic hazard control
  • Clear legal oversight

Overview

What is ISO 45001:2018?

ISO 45001:2018 sets out requirements for an occupational health and safety management system. Its aim is to prevent work-related injury and ill health and to provide safe and healthy workplaces. The standard places strong emphasis on leadership, the consultation and participation of workers, hazard identification and the hierarchy of controls. It replaced OHSAS 18001 and follows the Harmonized Structure, so it integrates readily with ISO 9001 and ISO 14001.

Hexa Certifications Limited carries out independent third-party certification audits against ISO 45001. Auditors visit operational areas, speak with workers and managers, and review records to judge whether the system is effective in practice. We do not prepare risk assessments, method statements or safety systems for clients, as ISO/IEC 17021-1 requires certification bodies to remain impartial. An optional pre-assessment can help you understand your readiness before Stage 1.

In the UK, the structure of ISO 45001 aligns well with the Plan, Do, Check, Act approach set out in HSE guidance on managing health and safety (HSG65) and with duties under the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999. Certification does not demonstrate legal compliance by itself, but it does show that a structured system for managing those duties has been independently assessed.

Who it is for

Organisations that choose ISO 45001

  • Construction contractors and specialist subcontractors
  • Manufacturing, engineering and processing businesses
  • Facilities management, cleaning and security service providers
  • Utilities, energy and infrastructure maintenance companies
  • Warehousing, logistics and transport operators
  • Organisations whose clients ask for certified safety systems in prequalification

Benefits

What ISO 45001 certification does for you

  • Prequalification and tenders

Main contractors, public bodies and large clients often ask suppliers about health and safety management. Independent ISO 45001 certification is recognised evidence of a structured, assessed approach.

  • Worker involvement

Clause 5.4 requires consultation and participation of non-managerial workers. This encourages people who do the work to contribute directly and regularly to hazard identification, controls and improvement.

  • Systematic hazard control

The standard requires ongoing hazard identification and the use of the hierarchy of controls, starting with elimination, so risks are reduced in a planned and prioritised way.

  • Clear legal oversight

Requirements to determine legal and other requirements and to evaluate compliance give management a regular, recorded view of how health and safety duties are being met.

  • Learning from incidents

Incident investigation, nonconformity and corrective action processes help you find root causes of accidents and near misses and take timely action to prevent recurrence across the organisation.

  • Integration with other systems

Sharing the Harmonized Structure with ISO 9001 and ISO 14001 means common processes such as document control, internal audit and management review can serve all three standards.

Requirements

What the auditor will assess

The main clauses of ISO 45001:2018 and what each one asks of your organisation.

  1. Clause 4

    Context of the organisation

Determine internal and external issues, including whether climate change is relevant, the needs of workers and other interested parties, and the scope of the OH&S management system.

  2. Clause 5

    Leadership and worker participation

Top management takes overall responsibility for preventing injury and ill health, sets the OH&S policy, assigns roles and ensures consultation and participation of workers.

  3. Clause 6.1

    Hazards, risks and legal requirements

Identify hazards on an ongoing basis, assess OH&S risks and opportunities, determine applicable legal and other requirements and plan actions to address them.

  4. Clause 6.2

    OH&S objectives

Set measurable objectives consistent with the policy, with plans that state actions, resources, responsibilities, timescales and how results will be evaluated.

  5. Clause 7

    Support

Provide resources, ensure workers are competent and aware of hazards and their right to remove themselves from imminent danger, and manage communication and documented information.

  6. Clause 8

    Operation

Apply the hierarchy of controls, manage change, control procurement, contractors and outsourcing, and prepare for and respond to potential emergency situations.

  7. Clause 9

    Performance evaluation

Monitor and measure OH&S performance, evaluate compliance with legal and other requirements, conduct internal audits and carry out management reviews.

  8. Clause 10

    Improvement

Report, investigate and act on incidents and nonconformities, take corrective action using the hierarchy of controls, and continually improve OH&S performance.

Audit evidence

What we will ask to see

Auditors sample records and talk to people doing the work. Having these ready makes Stage 2 smoother and faster.

  • Hazard identification and risk assessments, including for non-routine activities
  • Register of legal and other requirements with compliance evaluation records
  • Records of worker consultation and participation, such as safety committee minutes
  • Training and competence records, including induction for contractors
  • Contractor selection and control records, including permits to work where used
  • Incident, near miss and RIDDOR reporting records with investigations
  • Emergency plans and records of drills
  • Internal audit reports, management reviews and corrective action logs

Process

Your route to ISO 45001 certification

Full process explained
  1. 1

    Application and quotation

You tell us your scope, sites, headcount and standards. We calculate audit duration using the accreditation rules and send a fixed quotation for the full three-year cycle.

  2. 2

    Stage 1 audit

Your auditor reviews your documented information, scope, legal and regulatory awareness, internal audit and management review, and confirms you are ready for Stage 2.

  3. 3

    Stage 2 audit

An on-site evaluation of how your management system works in practice. The auditor interviews people, observes activities and samples records against every requirement.

  4. 4

    Certification decision

Any nonconformities are closed with evidence. A qualified reviewer who did not take part in the audit makes the certification decision and your certificate is issued.

  5. 5

    Surveillance and recertification

Surveillance audits take place at least once a year to confirm continued conformity. A recertification audit before the third anniversary renews your certificate.

Still have a question?

Our certification team answers within one working day.

Ask the team
  • How does ISO 45001 relate to HSE guidance?

HSE guidance HSG65, Managing for health and safety, is built around Plan, Do, Check, Act, which is also the logic behind ISO 45001. Organisations following HSG65 will recognise many of the same elements, including leadership, risk profiling, worker involvement and review. ISO 45001 adds specific auditable requirements and independent certification, but it does not replace UK legal duties.

  • We hold OHSAS 18001. Is it still valid?

No. OHSAS 18001 was withdrawn when ISO 45001 was published in 2018, and the migration period for accredited certificates ended in 2021. Any organisation still referring to OHSAS 18001 would need to implement ISO 45001 and undergo a full certification audit. Much of your existing system is likely to be reusable, particularly risk assessment and incident management.

  • What does worker consultation and participation mean in practice?

Clause 5.4 requires processes for consulting non-managerial workers on matters such as their needs, policy, roles, legal requirements and objectives, and for their participation in hazard identification, risk assessment, incident investigation and determining controls. Auditors will usually speak with workers directly to confirm these arrangements exist and work.

  • Will the auditor inspect our sites like an HSE inspector?

No. Our auditors assess your management system against ISO 45001, which includes observing work, speaking to staff and checking that controls described in your system are applied. This is not a regulatory inspection, and we do not enforce legislation. If an auditor sees a serious and imminent danger, they will raise it immediately with site management.

  • Can contractors and temporary staff be covered by our system?

They must be considered. ISO 45001 defines workers broadly, and clause 8.1.4 requires you to control procurement, contractors and outsourced functions so that hazards and risks arising from them are managed. Auditors will check how you select contractors, coordinate activities on shared sites and make sure induction and supervision arrangements are in place.

  • How long does ISO 45001 certification take?

Once your system has been operating long enough to produce records, including an internal audit and management review, most organisations complete Stage 1 and Stage 2 within six to twelve weeks of booking. Higher risk activities or several sites can increase audit duration. The certification decision is made after the Stage 2 report has been independently reviewed.

  • What happens if we have a serious accident while certified?

We would expect to be informed of serious incidents or regulatory enforcement relevant to your certified scope. We may ask for information about the investigation and the actions taken, and in some cases carry out a short-notice audit. Certification is not automatically withdrawn, but we need confidence that the system is still effective.

  • Can ISO 45001 be combined with ISO 9001 and ISO 14001?

Yes. All three share the Harmonized Structure and many common processes, so integrated management systems covering quality, environment and safety are common. We can carry out integrated audits where your system is genuinely combined, assessing shared clauses together and the standard-specific requirements individually, normally with a shorter total duration than three separate audits.

Integrated audits

Organisations frequently certify these together in one integrated audit, with one plan and fewer days on site.
