Overview
What is ISO/IEC 20000-1:2018?
ISO/IEC 20000-1:2018 specifies requirements for establishing, implementing, maintaining and continually improving a service management system (SMS). It covers the planning, design, transition, delivery and improvement of services to meet agreed requirements. Clause 8 sets out the operational processes, grouped into service portfolio, relationship and agreement, supply and demand, service design, build and transition, resolution and fulfilment, and service assurance. The 2018 edition follows the Harmonized Structure, which allows integration with ISO/IEC 27001 and ISO 9001.
Hexa Certifications Limited provides independent third-party certification audits against ISO/IEC 20000-1. Our auditors examine how your service management processes operate in practice, sampling incidents, changes, releases, service reports and supplier records. We do not design service management processes or implement tooling for clients, as ISO/IEC 17021-1 requires certification bodies to remain impartial. An optional pre-assessment is available if you would like an independent view of readiness first.
ISO/IEC 20000-1 is often requested in public sector and enterprise IT procurement, where buyers want assurance that outsourced or managed services are run under a disciplined, auditable framework. It is complementary to frameworks such as ITIL, which provide guidance on good practice. Where other parties operate parts of the service, the standard requires the organisation to retain governance and accountability for those processes.

Benefits
What ISO/IEC 20000-1 certification does for you
Procurement credibility
Public sector and enterprise buyers often ask for evidence of mature service management. Independent certification shows your processes have been assessed against an international standard.
Consistent service delivery
Defined processes for incidents, requests, problems and changes help teams deliver services the same way each time, reducing variation between staff, shifts, teams and locations over time.
Clear service agreements
Requirements for a service catalogue, service level management and service reporting help align what customers expect with what is formally agreed, delivered, measured and reported.
Controlled change
Change management and release and deployment requirements reduce the risk of service disruption caused by poorly planned or untested changes to live services and their users.
Managing other parties
Where suppliers or internal groups operate parts of your services, the standard requires you to control them, keeping accountability clear across the whole service chain.
Integration with ISO 27001
Information security management is part of service assurance in ISO/IEC 20000-1. Organisations holding ISO/IEC 27001 can integrate the two systems and choose combined audits to reduce duplication.
Requirements
What the auditor will assess
The main clauses of ISO/IEC 20000-1:2018 and what each one asks of your organisation.
Clause 4 to 5
Context and leadership
Define the scope of the SMS and services, understand interested parties, and ensure top management commitment, a service management policy and assigned responsibilities.
Clause 6
Planning
Address risks to the SMS and services, set service management objectives and produce a plan covering the SMS, its resources and its interfaces.
Clause 7
Support
Provide human, technical, information and financial resources, ensure competence and awareness, and control documented information and knowledge.
Clause 8.2
Service portfolio
Plan services, control parties involved in the service life cycle, maintain a service catalogue, and manage assets and configuration information.
Clause 8.3 to 8.4
Relationships, supply and demand
Manage business relationships, service levels and suppliers, and address budgeting and accounting, demand and capacity management.
Clause 8.5
Design, build and transition
Manage changes through a defined change management policy, design and transition new or changed services, and plan and control release and deployment.
Clause 8.6 to 8.7
Resolution and assurance
Manage incidents, service requests and problems, and provide service assurance through availability, service continuity and information security management.
Clause 9 to 10
Evaluation and improvement
Monitor performance, produce service reports, carry out internal audits and management reviews, and address nonconformities and opportunities for improvement.
Audit evidence
What we will ask to see
Auditors sample records and talk to people doing the work. Having these ready makes Stage 2 smoother and faster.
- SMS scope stating the services and organisational units included
- Service catalogue and service level agreements
- Configuration information and asset records
- Incident, service request and problem records, including major incident reviews
- Change records, change schedules and release and deployment plans
- Capacity, availability and service continuity plans and test results
- Supplier contracts, performance reviews and controls on other parties
- Service reports, internal audits, management reviews and improvement records

Process
Your route to ISO/IEC 20000-1 certification
- 1
Application and quotation
You tell us your scope, sites, headcount and standards. We calculate audit duration using the accreditation rules and send a fixed quotation for the full three-year cycle.
- 2
Stage 1 audit
Your auditor reviews your documented information, scope, legal and regulatory awareness, internal audit and management review, and confirms you are ready for Stage 2.
- 3
Stage 2 audit
An on-site evaluation of how your management system works in practice. The auditor interviews people, observes activities and samples records against every requirement.
- 4
Certification decision
Any nonconformities are closed with evidence. A qualified reviewer who did not take part in the audit makes the certification decision and your certificate is issued.
- 5
Surveillance and recertification
Surveillance audits take place at least once a year to confirm continued conformity. A recertification audit before the third anniversary renews your certificate.

FAQs
ISO/IEC 20000-1 certification questions
Answers about scope, timing and audits for ISO/IEC 20000-1:2018.
How does ISO/IEC 20000-1 relate to ITIL?
ITIL is a framework of guidance on IT service management practices, and individuals can gain ITIL qualifications. ISO/IEC 20000-1 is an auditable international standard against which an organisation's service management system can be certified. Many organisations use ITIL practices to meet the standard's requirements, but adopting ITIL is not required for certification.
Do we need to operate every process ourselves?
No. Other parties, such as suppliers, internal groups or customers acting as suppliers, can operate parts of your services. However, clause 8.2.3 requires you to retain accountability and demonstrate governance of those processes. You cannot claim certification for a scope where another party operates all the processes and you have no control.
Can we exclude clauses from the standard?
No. All requirements in clauses 4 to 10 apply to the services within your scope. Instead of excluding requirements, you control scope by defining which services, locations and organisational units are included. Where other parties operate processes, you show how you govern them rather than excluding them.
Can ISO/IEC 20000-1 and ISO/IEC 27001 be audited together?
Yes. Both follow the Harmonized Structure, and ISO/IEC 20000-1 includes information security management within service assurance. Many providers run an integrated system with shared risk management, document control, internal audit and management review. We can carry out integrated audits where the systems are genuinely combined.
What evidence will the auditor sample?
Auditors typically sample incident, request, problem and change records, service level reports, configuration records, release plans, supplier reviews and continuity tests. They also interview service desk staff, process owners and managers. The aim is to confirm that documented processes are followed and that service reporting and review lead to action.
How long does certification take?
Your SMS needs to have operated long enough to generate records across the clause 8 processes, plus internal audit and management review outputs. Most organisations at that stage complete Stage 1 and Stage 2 within six to twelve weeks of booking. Scope, number of services and the involvement of other parties affect audit duration.
Can an internal IT department be certified?
Yes. An internal IT function delivering services to the rest of its organisation can be certified, treating other departments as customers. It needs agreed service levels, service reporting and the full set of service management processes for its scope. The certificate scope will make clear that the services are provided internally.
Can Hexa set up our service desk tooling or processes?
No. Under ISO/IEC 17021-1 we cannot design, implement or configure the systems we certify. You can build processes and tooling internally or with an independent provider. We can offer an optional pre-assessment that gives an impartial view of your readiness against the standard without recommending specific solutions.
